According to the Russian minister of communications and information Leonid Reiman, insufficient financing of Y2K preparation projects forced a number of large state organizations to take emergency measures to prevent computer systems outages. Since major problems still exist in this area the government of the Russian Federation has made a decision to procure equipment for the solving of the Y2K problem and has called on the Ministry of Finance to attract a loan from the US Eximbank. Of 3.25 billion roubles (about $115 million) allocated by the government for these purposes in December 1999, only 811 million roubles (about $28.5 million) were actually provided. As a result, such agencies as the Ministry of Defense, the Ministry of Interior, the Ministry of Emergency Situations, the Ministry of Justice, the Ministry of Taxes and Duties, the State Customs Committee, the Federal Agency for Governmental Communications and Information, the Federal Security Service and others had to adjust computer systems time, suspend or completely shut down their systems.
