Gostelecom makes ominous Comments on the Future of the Internet in Russia
According to deputy chairman of the State Committee for Telecommunications Alexander Volokitin, given the fast growth of the Russian segment of the Internet, "it would be wrong to leave its development unattended". One of the functions Gostelecom is planning to take over is the allocation of domain names. The job is currently being done by the Russian Institute of Public Networks which was appointed by a group of Russian ISPs to allocate RU domains in 1993 and which Gostelecom regards as "an impostor". Mr. Volokitin says Gostelecom is also interested in overseeing the development of e-commerce in the country, working to introduce a number of related laws by the middle of next year. One of such documents, the law on Electronic Signature is being developed now by Gostelecom in cooperation with the Federal Agency for Governmental Communications and Information, the State Technical Commission and the Ministry of Justice. Gostelecom also hopes that it will be assigned to write a conception for the development of e-commerce in Russia.
