Personal cellular licenses may be canceled
The Ministry of Communications and Information has passed to the Government of the Russian Federation a proposal to cancel the requirement for personal licenses for the use of cellular phones. (Currently all Russian users of mobile phones must have a license). The ministry suggests that retail organizations should be licensed to sell such phones.
