Russian State Duma working on draft laws on Electronic Commerce
The Committee for energy, transportation and communications of the State
Duma has prepared a draft law on Electronic Commerce. Another version of the
law is being prepared by the Duma's Committee for Economic Policy. According
to head of the e-commerce workgroup of the Committee for Economic Policy
Ilya Mitrichev, both drafts have much in common and there is still quite a
lot to do on both of them. For example, the version of the Committee for
energy, transportation and communications does not take into account the law
On Digital Signature being prepared by the government. It also tends to
protect interests of telecommunications operators and service providers
rather than all market players. Mr. Mitrichev found it difficult to say
which of the drafts the future law would be based on, but he said that his
committee had been appointed by the Duma's Council to manage the development
of the law.
