Third GSM license to be granted in Moscow

The license commission of the Ministry of Communications and Information has made a decision to grant a third GSM-900/1800 license for Moscow and its region. The license was given to Sonic Duo, a joint venture of Sonera and Central Telegraph. The license calls for its holder to launch the network on June 1, 2001, and invest $300 million in the project within the next 18 months. Part of the money is to be spent on the creation of a local production of cellular telephones. If everything goes as planned, next year there will be four GSM operators in Moscow, as the current NMT-450 operator Moscow Cellular Communications plans to migrate to GSM-400.
