Central Bank to develop payment and analysis systems

Deputy chairman of the Central Bank of the Russian Federation Mikhail Senatorov has met with heads of banking software development firms and hardware suppliers to discuss the development of two payment and information analysis systems. One of them is to be used in Moscow and St. Petersburg, and the other in the country’s regions. According to Mr. Senatorov, the development is to be completed by outside contractors in cooperation with the bank’s programmers within the next 4-5 years. The principal requirements call for the systems to be scalable and compatible with various hardware platforms. Now the Central Bank uses five platforms, planning to eventually retain only three of them Hewlett-Packard, Sun and IBM. The bank has not decided yet whether it will announce a tender to choose a contractor and it will work with a consortium of companies. The budget for the project has not been defined yet either. At the meeting, Mr. Senatorov also announced that his bank also plans to gradually transfer its communications systems to satellite channels. For this purpose, the bank will buy about 300 earth stations from the Russian company Elsof and uninterruptible power supplies from “a foreign manufacturer”.
