The New York Times has alleged that US owned Global Telesystems allegedly paid at $65 million in stock and cash to directors and officials at Moscow City Telephone Network (MGTS), in a secret deal that allowed the GTS the right to subscriber line services in Moscow. According to the US newspaper, under the deal, GTS transferred to MGTS director Vladimir Lagutin and four other top officials millions of dollars in stock and cash through a complex arrangement with several corporate entities. Both GTS and MGTS have denied the reports. GTS includes Russia services providers Sovintel, Sovam Teleport and TCM.
