Association of GSM operators lodges protest against Gostelecom decision

The Association of GSM operators has published an open letter to chairman of the State Committee for Telecommunications Leonid Reiman to express its protest against a decision by the Committee to grant some GSM-1800 operators the right to work in the 900 MHz frequency band as well. The decision was made in August, enabling GSM-1800 operators to get GSM-900 licenses if there are unused frequencies in this band in their regions. So far a total of 16 such licenses have been granted to North-West DCS, Telecom XXI, KB Impulse, ROSICO, Vympelcom, SMARTS, MTT-Invest, Ural GSM, and Primtelephone. Moreover, some of those operators have been granted licenses for several regions. The Association claims that the decision contradicts a number of governmental decrees on frequency allocations and Gostelecom's policy as outlined in its Conception for the development of GSM networks in Russia. The authors of the open letter state that further realization of the decision may hamper the development of Russia's cellular market.
